I remember web pages with moving, garishly coloured tiled backgrounds, filled with text using multiple, arbitrary fonts, of many sizes and sporting multiple arbitrary colours, which seemed to be specifically chosen to make it unreadable against the criminal background. Also, some sort of big, flashing, yellow, "under construction" signs were somewhere on the page, and a midi version of whatever euro disco pop song was hip at the time would unexpectedly and frighteningly start to bleat out of my speakers. And let's not forget the geocities/tripod/fortunecities ad banners popping up all over the place. Furthermore, all the psychedelic crap meant that pages took ages to open because, well, I was surfing the internet on a 28.8 bps modem.
Web design really has improved over the years.
