I'm looking for some advice for Psi users. I started a new game recently, and decided I want to be a PSI user, as I haven't properly explored that method of play yet. There's a lot of PSI abilities, but of course I'm limited in what I get to take.

What difficulty are you playing on? That'd be nice to know before I tell you what I recommend (I always play on Impossible myself). :)

I just restarted on normal (I was playing on hard but I figure I'll end up with a larger range of abilities to try out, and that seems like a good idea for my first PSI user)

Hmmm, that is definitely more room for gaining PSI skills.
I can only say that tier 3 is mostly useless to me. In tier 2, getting adrenaline and pyro-field is a good idea. In tier 1, cryokinesis and shield are good ones. In tier 4, getting invisibility and PSI hacking would be useful. And tier 5, many there are good, such as the healing, the shield, soma transfer and the PSI barrier could come in useful (especially in BotM).

It depends on your playing style. Strength, speed, and (later on) radiation resistance are useful generalist low-level skills. Adrenalin is a good choice if you plan to melee. Electronic suppression is very useful against otherwise tough robotic targets. Later on, a combination of pyro-field and photonic redirection allows you roam unmolested throughout the BoTM, spreading flaming death as you go.

A combo of invisibility and soma transfer makes the brain room in BotM so easy that it is just crazy. :p

A nice spread of Psionic Hypnogenesis at max PSI is just as good or even better then as Photonic Redirection. One thing about Photonic Redirection is that some enemies can still sense you and will give a slow pursuit.
