I need to build a new desktop PC. Below is what I have now. I need some recommendations on what to get to build a newer faster system. Software I use: Adobe Photoshop/Indesign 5.5, Microsoft Flight Sim X, Swat Team 4, Half life 2. I want to continue to use this software and I want to play thief IV. I've listed system info that I currently have on my PC. I don't have a huge budget either. Probably need to stick around $500-600 USD. I could probably get away with using my current tower and maybe the 350w power source but maybe not.

You're probably going to need a more powerful PSU.
I was recently gifted an NVIDIA 8800 GTS and you want at least a 500W supply for that.
I was also gifted an E8600 which runs at 3.3 ghz vs the 2 ghz of my previous cpu.
I would say that you should try to work with what you have.
Update the ram if your board supports it. Grab a more powerful PSU and also update your video card.

considering the requirements, you could actually get away with just upgrading the gpu and adding 4GB of memory - a geforce gtx750 should give you a nice boost and the power requirements should be low enough to run on a 350W psu. if that's not enough, you are better off buying a completely new machine, not keeping anything old (maybe with the exception of the case and hard drive, if they are half decent).
in that case some i5 quadcore with an appropriate motherboard, 8GB of ram, and a 500W psu from a decent manufacturer should do the trick, use whatever money is left to get a gpu from your preferred manufacturer and you are set. you almost can't go wrong nowadays no matter what you pick.

I do need to choose a different operating system because the newer Adobe Photoshop won't install on Vista and my hard drive is only 320GB and is old.

We can make your current PC a fair bit faster, with a better GPU and CPU but as has been mentioned you'll need a beefier PSU.
