My laptop is an HP with Vista 64-bit, dual core Intel CPU, and a Geforce GT130M. The lights work fine, but there are no projective textures or real time shadows. Can the shadows be fixed? Does it seem like an operating system or videocard issue?

Well the Gt130m is the equivalent to a 9500GT so you should be fine to play SC, so id say its Vista 64. Click on the Sc exe file, go to properties and click on the compatibility tab, then select Xp.
