The news about a new ES game has been around for quite some time (first saw it on tesnexus.com). Even if they announce it this year it won't be ready until 2010 or maybe even 2011 (just speculating).

Well, it was a four year gap between Morrowind and Oblivion (2002 -2006), so an announcement this year for a release next year sounds feasible.

And, um, actual game balance. But we won't be seeing that in an Elder Scrolls game any time soon.
