Summary is:
They use a modified version of UnrealEngine3, instead of using UE4 (no new info), because UE4 was too late.
The try to bring better visual quality than standard UE3 with different technologies.
Some improvements a really great, some could have been maybe done better. But in general it's very ok. It will not look as stunning as Crysis3 or Battlefield4 but it will probably have a very solid and "up to date" graphical appearance.
This is one pillar (of several) for a good immersion.
AMD Mantle is said to bring performance, which is important fpor players with medium speced pc for better graphics and performance (hopefully). This is important too for a lot of players.
And therefore it has nothing to do with "priorities messed up" IMHO. I don't feel any immersion with the old Thief title anymore, because of bad animations and bad graphics, even with good sound and old-school-style of playing...

Are the original animations really that bad? I always thought they looked excellent, even if the models they were applied to were low-poly, and their faces never moved. They were motion-captured, after all. They were at least better than vanilla Half-Life 1's animations, which, despite being bone-based, were pretty sloppy.
