This is info for my plug-in. I need some suggestion on what people would like to see in the new morrowind. things you can do, fixes maby. anything you think of.
Main feature's:
1, towns are only accessable if the person has identification.(well, not for someone that can take on 4 guards...)not to hard.
2, people go in their house at night.
3, most caves are part of mainland.
4, the outscirts is a HUGE BADGUY attraction.
5, the forest is beautiful>>>
6, the mainland has very few bad creatures.
7, the forbidden daedric island is very very deadly.
8, over 4 HUGE islands.
9, if someone is after you, they wont follow you forever. just until you're far enough away from their house.
10, a boat ride to the hidden frozen island.(boat actually moves)
11, if you punch someone, they will either go at you, or tell a guard. if you kill them before they get to the guard, your crime might not be reported.
12, some (interiors) houses are part of the outside world.
13, people act more unique.
14, some people/races have different language.
15, if you go in someones house, they might say something like,"what do you want? get out intruder!"
16, rivers move!
17, you can barter with anyone(realistically)
18, new books and stuff.
19, im gonna try to make a spell of fortify bounty on other! i'll work out the kinks.
also, a fortify gold on self, but if you buy something with the summoned gold and the spell runs out before you leave(the gold dissappears in merchants hand), HE WILL DEMAND HIS(OR HER) money! you can refuse, or pay. you'll get a bounty if you refuse.
20, you dont know people's names until you talk to them, or about them.
21, you can setup shop, and people will come to buy.

I agree with sappe -- what you're proposing is admirable, but it would practically be a different game. I don't think you'll be able to do some of those things in the CS, you would need a team of developers and software engineers to rework the engine.
Also, just a style point - it's usually considered bad form to post the same exact thing in two different forums.

yeah, i was gonna delete that one. and yes i would need a team of developers and such, but i have all of the software to do it in about half the time it would normally take. and im not the only one workin on it. i've been planning this for over a year now. i'm already almost done with one island. and the rest is easy crap. and tell me sappe, what part's do you think are impossible? and you're right huntsman, i cant do most of this in the CE. and when i clicked submit, it went here. supposed to go in the general discuss---

This is posibble but you'll need to put a line for every NPC you want to have this feature..

The bounty you get for hitting someone is hardcoded..

First off, NPCs don't get bounties. You could make a 'summon gold' spell but since you can't make unique gold it would remove gold from you even if you get ride of the summoned ones.. And the demanding money part is just plain impossible.

There's no way of changing the name of something via a script ie this is impossible.

i'll do as the guards do, if they catch you, they will automatically talk to you and say MONEY! just as a guard will ask to pay, resist, or jail. and the rest just needs to be done right.

they wont have a name. when you meet them, your journal will update and say you met BLABALBALALALBla. then, when you talk to them, you can talk about their name.
Dont know if this is exactly how i'm gonna do all of this, but i will when time comes to it.

*scratches his head* Yeah, you can make unique gold for the summon spell. If you can change the code it'd be fairly easy to make it so that an NPC runs to tell a guard too(something like (in english) 'if NPC is 200 pixels from guard, set bounty...' But remember, I'm not a scripting sorta guy.)
