Try the Redoran or Telvanni Vaults in Vivec (vaults are in the appropriate Canton's, plaza level I think.)
Redoran is easiest... if you know where the key is. But I don't want to spoil your fun ;)
Imagine. A theif using a key. Heh.
Apart from those vaults, there's nothing else really that has a lot of loot.

The 3 Great House vaults in Vivec... the Ghostgate shopkeepers and vault in Ghostgate... and if you want some quick, dumb cash - the Bosmer's supplies, top floor, Balmora Mage's Guild. Easy money for very little work.
