Some guy named Shady Sam outside the Imperial City a little way behind the stables carries 30 of em to buy. Or just join the Thieves guild ffs (not that much fuss ^.^ ), buy em in batches of 100 from the fences and be happy forever :b
Or as stated do the Nocturnal Shrine quest. Tho it seems using the Skeleton key doesnt raise your security, so this could be a bad decision for people having Security as Major. Or am i gravely mistaken here?

I did the entire final Thieves Guild quest with a single lockpick. Just practice and get the timing down (plus, a quicksave before the chest doesn't hurt), you can open several Very Hard chests in a row on a single lockpick if you're paying attention.
It does take some practice though. Personally I just wait for the slooow tumbler, since it both moves slow -and- has a different tick sound to make it easier (if not easy) to register and react to.

Any links to info on playing the lockpicking minigame effectively? I've read a few comments from people about tumblers sounding different, but I've yet to notice any difference at all.

Well you know you gotta lock the pins into place by pressing the mouse button exactly when they touch the top already i guess. If you nudge a pin repeatedly you notice it moves up with different speed each time. First try to find the speed which suits you most, then nudge some more until you memorized the point at which the pin will move at that speed. Then go for it. Thats how i do it, that is. Probably better methods, dunno :p
You actually could do it with your eyes closed, since the sound matches the speed (if a pins moves slow you get a slow click, if fast a fast click).

generally the pattern will be slow/fast/slow/fast, and the faster the pin drops down, often the slower it will be the next time.
Generally, just pop it until it comes down real fast, then click it next pop.

Because the Skeleton Key isn't a worn item it reacts differently from most standard Fortify Skill items and counts as an Ability, much like the Vampire skills and attributes. This means that the game levels your Security as if it was base+40 instead of just base. Forget about BUYING lockpicks. Where can you SELL them? I have over 250 of the damn things. Don't need em anymore. At least they don't weigh anything.

Any shop that accepts Misc items (such as silverware) will buy lockpicks from you. This includes most alchemists, general stores and armorers.
