it wouldnt of mattered about "run as" because the uninstall process was still running in the background preventing the installation of thief 2!

Have you tried checking for the uninstall process in the task-manager? It could be trying to run without you being aware of it.

Well that's a step in the right direction, in task manager select it and tell it to "End Process". This should instantly kill it and allow you to regain proper usage.

End process wont work because there is no process to begin with vista is keeping it in its "virtual memory"
But i did fix it...safe mode
