Alright, first quest is the one for Hasphat and the Arkngthand ruins. I searched the ruins thoroughly but could not find the puzzle box anywhere.
The second quest is for Odral Helvi regarding some sealed orders for the Assistant Clerk. I have gone through and through my inventory and every store I have ever visited but I can't find the sealed orders anywhere.
Now my question becomes does anyone know the item codes for these two items (the puzzle box and the sealed orders)? I am fully prepared to use the Player->additem cheat in console to simply dupe the items and fulfill the two quests, but I have no idea what the item codes are, and MW uses a bewildering array of item codes for their quest items.
If anyone is aware of a website with a list of such item codes, that would also be a future big help.
I'm using the PC version of the GoTY PC version, if that's relevant.

You know, the Construction Set will tell you the ID of any item you need? I can't help you on the second question, and I can't help much on the first. But I can say the Puzzle Box is definitely there. Make sure you have a lantern with you. The box can be found on some dwemer shelves (not those hutch things.) It's in a smallish room and there is (or probably was, in your case) a man in there.

I've never touched the Construction Set, I'm not a mapper or modder so I've avoided it altogether. Thanks for the point in the right direction, I think I've got enough info to continue on.

You've probably missed the room that the puzzle box is in (as I did). When you enter the ruins you immidietly go down a natural stone stair way until you reach the bottom. At the bottom of the giant cavern with two guys standing at one side (one is black, and probably attacked you on your way down). The thing you might have missed is the top floor to this room. There are another set of stones in this cavern that form a natural staircase. At the top there's a room with a guy with a battleaxe. The puzzle box is on the bottem shelf of one of the bookcases.

Walkthroughs, hints, cheats, and other goodies, such as a table of every single item in the game, as well as it's console name. Warning: sometimes the site is inexplicably down (like right now, otherwise I'd give you a direct link to the console command table).
b) (
http://www.buttersky.com/morrowind) Hannah's Wherezit Morrowind page. A great resource for finding most of the unique artifacts in the game, as well as the smaller or more obscure caves, tombs, etc.

As long as you are running a patched game (or have Bloodmoon/Tribunal). There is a bug in the unpatched game; he promises you the key after you get him the puzzle box and report to Caius, but doesn't give it to you. The patch fixed that.
