Ok, this isn’t normally such a big problem as resting/waiting a few hours will normally cause them to relocate.
But there is this once NCP that has not budged for literally half of the game, and is blocking my access. She is the guild-guide in Balmora, and stands in the archway of Ajira's room, effectively blocking the whole room off. What’s even worse, every time I teleport to Balmora mage guild I spawn on HER side of the room, meaning getting out becomes a tiresome and complicated jumping act involving using Ajira's desk as a starting block to jump onto and over the NCP's head. Yeah, its quite frustrating.
So now for my question.... is there any easy way to get her to move? I’ve considered using Dominate Human but that would probably make her (and the rest of the guild) hostile towards me. Any suggestions??

Every time an NPC does the "Bgroff" (or whatever they say to you) thing, they move a tiny little bit towards where you are. So it is possible, with great patience, to go to them, get the "hi", move away, wait, move back to them, get the "hi", move away... and so on, until the offending NPC is no longer a problem. I've used this technique with the fellow outside Ald'ruhn mage guild (who offers the Solstheim airship quest) so he wouldn't annoy me every time I go there...

or you can simply try 'ra' in the console
(without the quotes of course and assuming you're on PC)

It stands for "reset actors." Meaning that if you enter "ra" in the console (without quotes), all NPCs in the cell you are currently in will be reset to their start positions, pulling them out of your way if in a doorway or the like.

sounds like it was designed with this kinda glitch in mind....
so I take it it has very close to no chance of cauing any game problems/crashes etc?

nope. I've never seen it cause crashes. I'd even tend to advise you to reset the actors in most areas from time to time to avoid crashes.

Indeed. I don't recall ever having Morrowind crash when I was working with console commands. Perfectly safe to do so in my experiences.
