A. I think that is somewhat messed up too, and
B. There is a difference between training and directly controlling. Trained dolphins can still, for instance, get food, wheras remote-controlled sharks could just be taken control of till they starved to death.
Plus, if the natural progession here is to remote control humans. Obviously that's far more complex then remote-control sharks...but then again, this was seen as science fiction just a little while ago.

It's still retarded and a huge waste of time and money. Whatever you could accomplish with this sort of thing, you could do ten times more with existing tech. The point is that, no matter how savvy and technologically competent people seem to be, they will always throw money at something like telekinesis or remote viewing or some other ridiculous fantasy.

Espionage is one of the more effective ways to "win" shit, so I think that using some of nature's creations to do that is probably a reasonable thing to do - although it may be a little hard to say since we don't have any details on the program. I don't have any idea what it costs to do this research, or those to carry the results out, but I'm sure organic things have some advantages that thousands of pounds of metal don't.
