As far as I can tell, from listening to the files from the SND.crf file, they're speaking gibberish. I don't think they're saying anything. I always found the Cyborg Assassins creepy because:
a. You could tell there was what was once a human under that thing - but you couldn't see what they looked like now. You could only imagine what the poor bastard underneath looked like.
b. As their names would suggest, they were very good at popping out of nowhere and fucking you up. You'd just walk out of a door and then suddenly hear one of them and before you know what was going on you'd woken up at a QBRD chamber, minus a load of health and 10 nanites down.
But most importantly, at least for this thread:
c. They spoke mechanical gibberish, but it was gibberish which sounded like it could be a human, beneath all that mechanical gear. A human trying to speak. Something that, despite all the mental reprogramming and cybernetic gear installed on it, still dimly realised what it was.
