There is no scepter and it is not possible to complete the mission, right? Can someone do a quick check in DromEd?
Dread Complex is very likely a joke release. It reminds me of the Total Crap Context - and in a good way. The best element here is that any attempt to save the game appears to create a broken save file. This convinced me someone (possibly Sluggs) deliberately made the mission as terrible as possible.

I searched the ceiling of all rooms and could not find it. What exactly is the last room? The one with the empty toolbox? Where do I have too look?

I still can't find it. :(
I am in the room that has only two walls. The the other two walls and the ceiling are the standard night sky texture, black with a few tiny stars. I looked at every corner in that room, turned the gamma all the way up, then all the way down, blindfrobbed everywhere, jumped and blindfrobbed at every virtually spot in the room. I don't see it. Where is it in this room?

I've checked the copy of DC posted above and according to Dromed the sceptre is in that room, it's hanging in the air. You may have come across a bug with the sceptre get stuck somewhere in the solid, but guess what we're not going to make a dml for this one. :cheeky:
Can only suggest you restart the mission and it may show next time.

I restarted the mission three times. I tried all difficulty levels. I reinstalled and tried a fifth time. Nada. The scepter never appears. In the one YouTube video I found, the scepter also does not show up when the player does a brief sweep of the room.

That is a masterpiece! Clear and logical plan, adequate mission goals, the ideal proportion of guards/rooms. You just envy.
