More or less. They are both Magicka effects so Bretons and Orcs have resistance against it, but they are the only non-unique races/creatures to have that. Absorb Health is also Magicka and it costs as much as Damage Health to cast/enchant.

Why would an magical effect like 'absorb health' cost the same enchantment points as the obviously inferior 'damage health'?

So i spent alot of time selling stuff back and forth with traders till i now have over $120k but now i realize i cant make constant effect enchantments? Am i doing something wrong or is this just not an option?

i think for a constant effect item you need to use the soul of a golden saint...

Yup, a golden saint, ascended sleeper (those bulky robed things with a dozen tentacles out of the robe's hood), or Vivec (you need Azura's Star for that though; search the forums if you want it)

Alright I've been selling my goods that I've come across while raiding tombs caves ect. I've finally come up with 30K I haven't sold the expensive stuff like "Daedric long blade fire sword" or whatever it was because it takes forever and a day to hold that button down.
Now I want to know should I keep selling back and forth back and forth and have the enchanter enchant my stuff? Because I have a Winged Something for 140K in my Azura star and a Golden Saint Strata in my Grand soul gem 80K.
I want to make a constant enchantment. Is it better to pay to train myself up to 100 or to have an enchanter do it for me? Thanks

It's really your call; if you enchant, you have to boost your int (and maybe other stats) up waaaaay high via potions, etc; someone said 2000 int was the number to get, for a 100% enchanting success rate. Otherwise, you pay through the nose.
