Yeah, I imagine back in the days of yore this kind of thing would just happen.
Or, y'know, retarded kids would be in the workhouse instead. Or on the streets. Or into a "home" or something. Kids with parents unable to cope? Yeah, good luck to them.
Cruelty to children is a relatively recent development because it's only in the past 100 or so years (and even more recently in most cases) that the quality of life for the majority of disadvantaged children has really become anything above cruelty.
