P.S.: Call me an uneducated rube, but I didn't know English was a commonly spoken language on the streets of Bratislava (hence, I don't see how very many passersby would get the joke, even if they had played the FO series before).

We are not ignorant savages, man. Most people under 40 know English at least on some level.
But the point of the joke is precisely that only hardcore Fallout fans with insight of the Fallout lore fully get it. But most of the gaming kids should get the hint if they spot a blue shirt with yellow "VAULT (number)" on it's back. Also, Fallout games are relatively popular among gamers in Central/Eastern Europe. Not only because they're swell CRPGs, but maybe also because we like stuff in which America is making ass of herself. ;)

Well I don't have any market research handy to say that the fan community is bigger than in any other country, but I'm fairly sure it would be proportionally comparable to any other random country in north/western hemisphere.
However, it's intriguing that two or three major classic Fallout mods/unofficial sequels (Fallout Yurop, Fallout : Between Good and Evil, Fallout Tycoon, others?) have been made in Czech republic (or at least were in development by fans for some time, I think Fallout Yurop is definitely vaporized by now). These projects had some participants from Slovakia too. A year ago I was about to join the Between Good And Evil team as a writer, but soon I realized I wouldn't have much spare time for it.
Also I see fans from Poland, Hungary, Ukraine, Russia and other former USSR countries on various gaming boards now and then. I guess these countries must have solid fan bases as well.
Fallout games, at least the original ones, had an interesting advantage : they are appealing for intellectual gamers who like to examine the fictional post-apo world and it's political and social aspects just like for "retardos" who play it for violence and rude language and sexual stuff.
I guess the retrofuturistic 1950s sweet nostalgia and humor combined with Western and Cold War themes seems to click very well for Central/Eastern. Some may sarcastically enjoy playing a game which shows "once great America asking for it" in ruins, but I don't think that people play it because of their Anti-American opinions. Fallout games just prove that US developers are equally talented and humorous people, who can subtly criticize the society which they live in, American lifestyle, politics and popculture in a very sympathetic and enjoyable way, which is understandable for US and foreign gamers alike.
F3 is more politically correct and tame in several aspects, even for M rated game. F3 managed to attract new audience everywhere. Since the original first two games came out, another generation of young gamers grew up. Also there is a segment of consolists who didn't play on PCs before and F3 has introduced them to the series. But I guess not too many newcomers would be interested to play 10 years old 2D isometric games, they're too spoiled by modern graphics and contemporary ways of Action RPG gameplay.
Fallout is probably more popular than Thief series or System Shocks around here (since I co-administrate the biggest Czecho-Slovak Thief webboards, I have a clue), but I dare to guess that even popularity of new and competitive F3 can't reach heights of other well known blockbusters.

Yeah, Fallout was always big in eastern europe(Both NMA and DAC still have polish sections). No idea why, really.
