After a bit more poking, I did indeed confirm that this is all free, legally distributed music! Very awesome and free! \o/

I came across the torrent file for (
http://www.ambient-nights.org/an20.php) The Chill Surrounding the Promise of Snow album this afternoon, promptly downloaded and listening to over a lovely dinner while enjoying a glass of the old SavBlanc.
It totally put me at peace and I must admit I'm very curious to the rather sizable catalogue on offer, particularly interesting-sounding is the Ethni-City series:

This is indeed quite a find; I'm surprised they're legitimately available free of charge given some of the big names on these, but then maybe licensing and royalties work differently for mix albums. Thanks for the heads-up Scots.
