No, it's designed to remove the right for idiots to cause trouble which they'll do anyway (as is demonstrated in this thread) - in the meantime, I had to drink out of plastic cups and try to eat dinner with a plastic knife and fork when I went to some places in England. It's fucking idiotic.

The worst thing we have to worry about if we're out walking at night in Wadsworth, Il are coyotes that might have gotten into old Joe Mageira's moonshine. Come to think of it; we don't go walking at night because there's no flippin' place to go here.
