This is true but everyone still lives like it's the middle ages and despite electric lighting they still use fire torches and candles a lot because reasons, also they have explosives and cannons but nobody has guns.

I would assume not, if the first mission of Thief 2 (Running Interference) is anything to go by the woman guard said she lost her tinderbox, which suggests to me is what they use in Garrett’s world to make fire as opposed to lighters or matches.

I think that "issue" part is language barrier. At least I read it that it's about fan mission specific stuff which you like, which isn't in the original games.
Or were putting out candles in the original games? Don't think so, but, I don't quite remember now.

I like to be able to extinguish any light source.
One thing I've always found strange is when 2 or more guards can patrol the same route and when you slowly reduce their number one at a time, the other guard(s) don't notice.

Probably, but not Zipp lighters. :D Actually brand wouldn't matter anyway in the game. As long as it works I'm happy.
