My first post on the Morrowind forums ever! \O/
I got the normal version of Morrowind some time ago, I haven't had time to play it yet though. Anyway, I've heard that there's an 'expansion pack' called Tribunal - what is it like and is it worth buying?
I haven't got much money to spend at the moment but I think that Morrowind will be the next game I'm going to play, so I suppose I could buy Tribunal if it really is worth it... :)

There are two expansions, Tribunal and Bloodmoon. Both of them add new areas, characters, items, quests etc. to the game.
Tribunal adds a single new city, which you teleport to. Although you don't have to have made any progress to access it, the story kind of ties up many of the loose ends in Morrowind, so it would be more enjoyable if you've completed the original story, or at least know how it goes. Tribunal is more about quests, character interaction and story, much "tighter" than most of Morrowind with very little exploration.
Bloodmoon is the one with werewolves. It adds a whole new island, not as large as Morrowind but still quite big. I find it much more about exploration and free-ranging discovery, but there is a story kind of woven in to that.
They both represent different aspects of Morrowind's gameplay, IMO.
If you want to know whether you should get them, I would recommend playing through Morrowind first before you decide. Morrowind isn't everyone's game, and it would be a shame to by something like that if you get bored with the game before you have a chance to check it out. Also, both expansions are geared towards higher-level, more experienced characters. Probably better to wait.

I think I'll start the original game without the expansion then, and if I like it I'll consider buying the expansion pack(s) again. Can I still install them later (after I've finished Morrowind perhaps) and play them with the same character, or do I have to restart the game?

You can use the same character but it takes forever to load for the first time... Well it did for me, might of been that I was using a ton of mods at the time.

It does that because of the new journal system, IIRC. It has to sort through every quest and dialog topic you're character has and re-classify them for the new system. It depends on how many you have, but it usually takes 5-10 minutes. It only happens the first time you load a savegame with one of the expansions, though.
Using many mods increases you're load times as well, though.

Hrm only took me about 45+ seconds, but thats because I bought Morrowind and never played it until I got Tribunal about 2 or 3 months later. I actually beat Tribunal before I ever even started on the main quest for Morrowind. It was actually really nice being able to kill Dagoth Ur with the very sexy Trueflame and Hopesfire...I killed him with both.
Personally I liked Tribunal's quests a little more then Morrowind's mainly because while I was playing Tribunal everything would load much more smoothly and I wouldn't have to either run, teleport, sail or ride half way around the world just to talk to Jim Bob then run all the back to Fred Bob and tell him what he said, then get sent on some huge quest looking for something that they don't need.
But thats just me, it took me awhile before I finally actually decided to beat Morrowind and Tribunal and I finally went out and got Bloodmoon...didn't really tell me how to get to that Island so I decided to fly/swim there. Hehe and now to start over on all the little quests working my way to the main one...
BTW if someone could tell me I'm not really stuck just giving it a break for a bit...I'm on the very first quest on Bloodmoon (I think) where your trying to find out what happened to the liquor, well I talked with the Soldiers and Priest...then the Priest gets all angry and tells you he doesn't know that happened with the shipments. And then I only looked for about 15mins to find the next person or find someone who could tell me where to look and I couldn't find them so I decided to close it down for a bit and have another go later.

That priest guy, he's pretty adamant in his defense, yes? In fact, he's getting a bit TOO defensive. Maybe he's hiding something?

I did the same...although it took me around a year and a half to get Tribunal ;)
The the bloodmoon you have to go back and forth talking to the captain stupid amounts, if you talk to the captain again he will tell you that he made no booze ban and then the gaurds will tell you the priest said he did, and so you go investigate more. It is a while since I played so I don't remember the exact sequence but I do remember that you have to talk to the captain even if you find out yourself. If you keep on talking between the gaurds, captain and priest the quest gets revealed without Ryushi's spoiler.
