Please use caution downloading this; it could do anything (including wipe your hard drive). The site is very thin on describing exactly what this optimizer does (or anything else, for that matter).

This program will hopefully satisfy these needs by providing stable FPS rate
(in the chosen range) by dynamically modifying your render quality settings
(Render Distance) with given speed and in chosen limits, all these limits may
exceed game default maximum values.
Also it will allow you to set several hotkeys to change these render options
on-fly (instantly toggle maximum Render Distance on/off - no need to use game
menus each time).

Oh no! It's a russian site, and we ALL know russians are just a whole bunch of HAXX0RS! Don't EVER download a program that could help your performance from a RUSSIAN site, it's DEFINITELY a trojan horse or worse! :p

I apologize for creating these doubts (unless you are a hax0r, of course ;)); regardless of what country the download is in, the relatively bare nature of your download site, plus the lack of information on what the program does, makes me suspicious. Hearing from people who have used this program would help tremendously.
It sounds like you managed to come up with an interesting solution to the FPS problem. How did you manage to monitor and change the rendering options on the fly?

for example FPS counter is a float (4-byte) value allways located in the same offset (for the same morrowind.exe) of the Morrowind process memory. It can be easily read.
same picture with Render Distance (the only difference - it depends on several variables).
the main problem here: locate these offsets
accessing the othe process memory is rather standart and simple task - like debugging something
