Missing the one councillor who is staying in the Council Hall?
Cant remember her name but shes the owner of the manor outside the skar that has been overrun by Corpus crap. I had the same problem thinking over what Im missing and after a our or something noticed her name when reading the book that names the Redoran councillors.

Morrowind forums seem to abound with spelling mistakes; I've lost count of how many variations of "Nerevarine" I've seen, the most common being "Nevarine".....
Anyway, getting back to the original subject, Brara Morvayn IS the councillor living in the council hall....I seem to remember her giving me her vote for Hortator straight away, but maybe you need to raise her disposition or something?
