I recently checked out amazon.co.uk and Tribunal is going to cost £16.99.
Will Tribunal contain the patches for Morrowind? I have not been able to patch the game; both the European and the American patch start to unpack and then the former gets stuck at 42% and the latter tells me something about not finding an old file and so being unable to modify the file.

Probably.
As for the patch getting stuck, just wait. It will evantually finish. I had to wait about 5 mintues or so before the patch completed.
