It's mainly so that when you gaze out on the horizon, you won't just stare into the void, but to some distant landscapes that makes topographical sense.

It will at the most save a few hours of modders work, but no more than that, and then you have to consider that it's a few hours out of the years it'll take to fully decorate, populate and construct a province.

But yeah, as people said, it's just a basic heightmap from a bitmap.
