Nope. All I did was go out off the coast, bring up the land for the island and then rename the cell to 'City v1.0' using the Cell View window.
Where would I be able to change the script, or atleast check to see if it's there?
(At this point I would like to note the various 'hidden' parts of Vvardenfell, as I have found the third one. First is the best of all, Lord Cluttermonkey's... er... House. In the CS list the cells alphabetically and find 'Clutter Warehouse - Everything Must Go!' I want to make a door to this place just to check it out. Lord Clutter Monkey also has his own weapon with effect.
Second is Character Stuff Wonderland. This has 3 chests with every weapon/armor in the game and three different Daedra. With the cells listed, go to 'Character Stuff Wonderland.'
Third is 'Todd Test.' This was probably just some testing cell for the makers. It has, presumably, Todd's character in it. It also has a chest containing all the ingredients in the game. Look for 'Todd Test.'

I haven't created any new exterior cells, so I'm not sure if there is an option to turn the highlighting on/off for cells. Perhaps it doesn't like the v1.0 part, so you could alway just try naming it 'City'.
Did you start a new game with the new cell, or load an existing one? Does it occur if you start a new game?
If you want to check those cells out (I think they are the only ones), then you can open the console and type:
coc "Todd Test."
or
coc "Clutter Warehouse - Everything Must Go!!"
etc
It needs to be exact, and if it contains a space, it will need to be surrounded by double quotes.
I'm pretty sure there is a hidden spell effect that removes the clothes of the target. It's not used in any of the available spell effects, so you need to add it before it can be used.

OK, when you rename a cell, select the cell, go to Regions and select Region Painter then paint over the region. That will remove the yellow box from the map.

I got a bit of a morale blow. I saw this other city mod thing... it won't be released but it looks better than mine >.< But he knows how to retexture stuff and make new models.
I have another question! The city is going to have a library. Should I include every book? Just the non-important books? Should I let people by the books or just read them on the shelf?

Don't include every book, just include the non-important ones. You should probably just let them read the books on the shelves but not let them buy them. That way it is more of a repository of books instead of a large book shop.
And don't be put off by the fact that someone else can make a plugin with new models and textures. I'm sure your mod will offer a great experience all the same.

FYI, there is also "Mark's Script Test" and "Mark's Vampire Test" interior cells, although I think they are only avaliable if you have Bloodmoon.
