If you find something like this, just be careful raising your strenght too high. Your weapons will start to degrade more quickly.

I am not certain that this is exactly what you are looking for (but it should be). (
http://uk.geocities.com/galsiah/) Galsiah's Character Development removes caps on level, skills and attributes (actually is sort of eliminates levels-except for the purpose of leveled lists). It changes how the player advances his/her skill and attributes directly linking improvement in skills to increases in attributes. Also skills have more than one governing attribute. I haven’t played since it was released, but I used something similar and I would not play Morrowind without a mod like this.

Don't need mod, enchanted items gives you attributes/skills above 100 and if you go to jail to decrease your skills than regain them you can get up to level 255 or something.

You can constant effect items to give you boosts which can get your skills/attributes well into 400, but I have a feeling you were asking about the jail thing. Kill a gaurd, of a type you don't see very often because often they might start coming after you ever after, and get a bounty from it (no taunting) then talk to the next gaurd (or kill them for a higher bounty) and choose to go to jail. This will decrease a mix of your highest and random skills to a degree dependant on how much time you spend in jail, security increases rather than decreases. Then you can regain the lost skill points of any major/minor skill and get a level up from it. This is quite a slow way but it works.
