I have used this yet, but it sounds about like what you're wanting. As per the instructions, make sure you've already leveled up before using it, otherwise you'll lose all your progress for that particular level.

Also, there's a command you can use from the console that'll allow you to change your appearence midgame. But from what I've heard it can potentially screw your attributes and levels severely.

There's a 404 on the Chase Camera Refinement link there. Though I've never actually had a problem with the camera... But those saddle bags sound very good. What's the use of having a horse without a saddle bag? 'sides running fast.
