Where is M. Milos room to get the key to the Ministry of Truth?

It's in the Hall of Wisdom, Temple Canton, Vivcc. Once inside the Hall, use your Local map to find her room. IIRC, It's on the east side of the hall up a flight of stairs. But I could be wrong. Use your map.

I've got another question along this same line. I jacked milos two levitation potions. I use the shrine to fly on up to the top. I unliked the door to get in I float around using invisible to scout out the place. I got the other key once I get in.
So I'm in there I have the key. BUT I can't find a room that he could be locked in... What am I doing wrong? Thanks
