If you don't mind working for your lockpicks you can always raid dungeons that are occupied by goblins. Most goblins carry a lockpick.

Solution, use the same pic. Save, save, save. Approach your target...quicksave...attempt your intrusion...if you fail quickload. If you succeed you have your pic. same old pic through the entire game.

If you don't wanna fiddle around with lockpicks, but don't want to use the skeleton key, you can always spend time learning a bit of alteration magic so that you can unlock stuff with the spells you can learn with that.
