Strangest thing.
I have had trouble with fences since the very beginning. The fence in Bravil (not Skrivva) is never home. Ever. I have tried all times of the day. The fence in The Imperial City talks happily to me and even boasts that he is the best fence around and offers me a chance to look at his wares. But there is no button to select for purchases and none of the dialogue options let me buy anything. I have tried talking to him at all times of the day. On the street and even breaking into the house to surprise him in his sleep. I have killed my dark brother who sold lockpicks.
Did I mention I am out of lockpicks? It is really annoying being an Agent and not having any lockpicks. I know about the skeleton key but don't want to resort to this unless I have no other option, it feels too much like cheating.
I have beein using Ongar exclusively out of desperation and now even he has vanished. He's not in the bar, not at home and nowhere in Bruma.
If I can't sort this out is there an alternative place to buy lockpicks?
I have bought all 3 on sale in the Market District.

Guess the first question is: Do you have any mods running?
Other than that, when you select the "fences" quest to be your active one, does the green arrow point to the fence's position?
Also; you can only use fences when you get higher in rank in the guild. I'm assuming you are high enough to actually use other fences, but I thought I'd just double check.
If you need lockpicks, head to the wilderness and find NPC camps. They usually have a few lying around.

Well, if it helps, your first fence Ongard the world weary which is located in Bruma (At least that's how I think it's spelled) is usually at his house at 2 A.M. and frequently visits Olav's tap and tack. You can not acess the imperial city fence because you need to earn the right to do so, after several missions you will unlock a different fence. Each one with more and more money. Though, it's easiest to stick with Ongard. Though I can't help you regarding interface problems. But, if you need help getting lockpicks without the help of the thieves guild, if you go around the walls of the imperial city, you will find a hooded man who sells lock picks....though, I'm afraid I can't pinpoint what side of the imperial city's wall he's at.

Striker - no mods running at all and no patches. No green (or red arrows) when I select the fences quests. Except for the imperial city fence who I can find but not use. I have been invited to use all the fences up to the one in the imperial city. Though apparently no one informed him of that.
Gorgonseye- yeah found Ongar again after 2 days waiting (and I did know about the tap and tack, see my post) but it is still a pain running all the way to Bruma every time I need to sell something. Bought 200 lockpicks so I don't have to worry about it again for a long time.
But I need a fence for other things too. I am not large with the butch and can't carry a lot so have to sell frequently. That will teach me for prioritising agility and speed over strength. :rolleyes:
I have earned the right to use the imperial city fence, it is even listed as a quest and shows him to me on the map.

Maybe you should patch then? (Patch doesn't appear to fix this, however)
This problem appears to be related to the order in which the guild quests were done. Apparently you can do them out of order and it stops you from bartering with the last Fence. Doesn't appear to stop the quests from being completed though.

How can the thieves guild quests be done out of order, when the doyen and then the grey fox give them to you one by one?

Ongar the World-Weary - appears
Dar Jee Leyawiin - not there
Luciana Galena Bravil - she has never been there
Orrin Anvil - forgot about him, just went and looked and he is there. :D
Fathis Ules Imperial City/Chorrol - was told to use him after I had fenced at least 800 gold. My ranking is master thief. But he won't trade.
So it looks like it is just Ongar, Dar Jee, Luciana Galena and Fathis Ules who are missing.
I'll try using the patch tonight.

As for the quest order, some people have reported not getting their journal updated correctly for the Springheel Jack quest, continue on to some other part of the quest line, and have the Springheel Jack quest become updated when dropping and picking up the journal.

The lizardman in Leyawin sells while in the pub. He`s not in there all day. I cant remember exactly what time he`s there, i think it was the afternoon. But you`ll know it`s him because he sneaks around like a fool.
The woman in Bravil actually works in the bar if I remember correctly. I mean the one right on the far side of town over the river. I think she`s there pretty reliably.
The Fathis guy always seems to be hanging out in some other bloke`s house. An orc I think. He`ll only sell to me when in there, not on the street. Confusing.
