It'd be nice to know what kind of mini PC he has. If it's something like a NUC, why settle on 32GB? Just slap a new SSD in there.

Windows is notoriously bad at eating up ridiculous amounts of disks space over time.
Even my Windows 7 uses almost 32GB because it's been installed for a few years.
I'd honestly recommend installing Linux on it. Linxes take up much, much less space than Windows installs.
Linux Mint is nice and has a quite Windows-like UI (through Cinnamon) - that's the one I'd recommend.
You said you mainly want it to run Audacity. Audacity runs just fine in Linux.

That sounds like a feasible option. I think I'll try Windows first, because that's what the PC'll run with out of the box, but if it doesn't work or becomes a hassle, I'll look into the Linux option.

Windows 7 is the worst offender. I still run Windows 7 on my desktop. It was originally built in 2014. The Windows folder on my C: drive is 82.7 GB after disk cleanup including removing old restore points. Windows 10 seems better, but our newest computer is less than 1 year old and the C:\Windows folder is already 34 GB.
