That looks a lot like Stalker and X-Ray. If I were to see that and not know what it was I would think it was a stalker mod.
As such it looks promising.
edit: so according to IGN it is a proprietary engine, they didn't explicitly say x-ray but you've gotta think its close, it looks just like it. It sounds like stalker in about every other way too, lets just hope they can make a less buggy game.

Partly, only some members of the old team left GSC after SoC's release, not all. You may check credits to compare.
