Well it sounds like he's being taken for granted, just like he said. What I'd do, is tell her you want to take this relationship to the 'next level' or something like that. You wanna get in her pants pretty much. Then after a week or so of constant in her pants you let her know how you feel and if she doesn't change within the next week tell her you are going to leave her for a breather because of how she's acting.
Why do this?
If you don't, your relationship will go sour with her and she wont want you back until she breaks up with mr.asshole down the road a couple of months in the future. She will say "oh I realized what a great guy you were" use you then dump you when she's over mr.asshole.
If you do, she will want the sex (or fingers) and she will know that you are a good guy with a backbone. She will be mad for being dumped at first but a week or a month down the road she WILL come to her sense and so will you, at that time you can re-evaluate the situation. Sex is like a drug, after you've had it for a while regularly, you cannot stop thinking about it and wanting it more than ever. You gotta be strong!
Just remember even the nicest girl can be a pathological liar, plus you probably got the rose-colored glasses on right now.

duckman is right about declaring your wishes. For one thing it's more honest than trying to lure her to bed with complaisances. For another she knows what you want anyway. It's not that hard to tell what a guy wants from a girl. Don't make the mistake to think she's too special or your relationship was so special, that she won't know or these things don't play a role. Don't deny your feeeeeeeelings!!!
