Setup.exe just brings up the wait cursor for a second, then nothing. Tried compatibility modes.

Try leaving it for a hour or two. I remember that same thing happening with THIEF on XP for some people.
Start the SETUP then go have a beer and watch some TV.
It sometimes took two to three hours for the damn thing to install. Why we never found out, but it was not an uncommon occurance.
