Semantics indeed. Because we all know that people who accept the pronouncements of an Austrian with a pointy hat, speaking English (to a continent where the Queen's English is even less universal than the belief that an Austrian with a pointy hat speaks on behalf of the invisible sky-daddy), are going to instantly understand the distinction between 'can' and 'do', especially considering the historical and religious context of the message and the authority of the one delivering it.
Condoms are an important part of a suite of tactics needed to help prevent the spread of AIDS. Advocating abstinence and fidelity are two others. None are 100% effective.
But, since we all know that, for the Papacy, this has nothing to do with preventing sexually transmitted AIDS and everything to do with the doctrine that all wood must bear fruit, protesting the semantics rings pretty hollow.
The celibate clergy of the Papacy lives in mortal fear that people might be having sex just because it's fun. Anything that increases the likelihood of that occurring must be forbidden, destroyed or discredited! And as always with the Papacy, the ends justify the means, lies included.

And for what it's worth, just to wrap up my sentiment, I'm not disagreeing with the central thesis that condoms, when used in the most effective and safe manner, limit the spread of AIDS. I disagree with the notion that they are going to be used effectively and safely, as we're not even doing that in the Western world, much less the undereducated poorer side of the world.
And I'm certainly not arguing for abstinence. That's retarded.

Edit: Scots is right, yo. We can't even curb unwanted pregnancies in the U.S. despite years of sex ed, free condoms, tv commercials, etc. Jesus, Africa doesn't even have Jamie Lynn Spears as a warning to young girls.

That's the point exactly. Not that it doesn't have a certain success rate. For example, couples with one infected person usually never pass it to the other if they know they have it ahead of time, because the fear is concrete and immediate. They aren't about to "wing it". The point is that the majority of mankind will neither abstain nor use condoms responsibly and correctly at all times.
If the point is that the papa will say whatever fits his faith, well, d'uh....
And married couples with kids have sex for fun too you know. Go to Exodus Chapter 20 and show me where it says: "Thou shalt not enjoy it", for crap sakes.
