Technically it's right, condoms don't "solve" widespread AIDS problem in Africa, they are not a cure and they can rarely fail. Instead, the UN along with other humanitarian NGOs active in the region should put more resources and effort into quality sexual education and promotion of responsible sexual behavior. Because you won't sexually educate anybody only by handing him a free condom.
