Seriously, though, the reason Max Chen is up there is as a temporary holding place before he goes to the temple. You'll find on other levels where people turn up halfway through the level somewhere tend to be wandering around on a roof somewhere, or alternatively (in the case of Paul on the first visit to UNATCO hq) in the level load points where you can't get to them (without ghosting).
In a lot of places in the game they are just invisible though, and you can make them appear by doing
set deusex.pawn binvisible false
at the console (with cheats on).
