I'm only a level 6 n00b but I have heard that once you become a vampire there is no way any one from the 'general' populace will speak to you but during my tour of Vivec I came across this (female) pilgrim behind a locked door who seemed to know EVERYTHING about ANYTHING and during a 'talk' on vampires she mentioned an item called the 'Masque of Clavicus Vile'.
Supposedly this Daedric item makes the wearer seem charming and trustworthy and made me wonder whether a vampire character wearing it would be able to avoid the negative social effects his presence causes.
Now for all I know you've all got this item on your desk as a nice paper weight but I thought I’d ask about it anyway just in case...

No, all the mask does is give you +30 to personality constantly.
