If you use it, your skill will increase. Buy training for it.
I don't use it in fighting but I love walking the mountain tops shooting at Cliff Racers and Rats from great distances. Think of it as a game within a game. If you don't have to boost your main weapon skill. Use only your bow on small critters.

Trying to shoot at creatures with a low marksman skill can be a real drag, and you'll have to spend tons of arrows. My suggestion is to find a trainer in order to bring up the skill to a reasonable level and then start practicing alone. I brought my skill that way from 30 to 53 and went on from there. It took me AGES to find a marksman trainer though, I finally found one at the stronghold in Caldera. Cost me loads too, but its worth it.

If you have freed about 20 slaves talk to one of them about Twin Lamps (after releasing him: go free -> Twin Lamps), then go to Jobasha's Rare Books in Vivec in Foreign Quarter and speak with him about Twin Lamps (or slavery....sorry I don't remember exactly  ), as thanks and gratitude for liberating slaves Jobasha will give you 3 very rare books, one of them remarkably boosts marksmanship (if I my memory serves it's 10 points :D )
