i am pretty sure part of the river has a split that runs through the old city, forgot what map showed that? might be thief 1 pre thief gold?

You mean the Old Quarter? The map LtHargrove so graciously just reuploaded shows it, the split just isn't very large (if you download it, you'll get a larger version where it's more obvious).

Is there a map legend or other way to see what the little maps and areas are within this map?

i probably said this before but this project would be 100% better if made with new dark thief 2, yes i know some parts are already made and i played them, amazing to have garrett move how he should, thief 3 ruined garretts movement by having him in 2 pieces = they cut his tofu body in half and we all know what happened after that

^ some of the thief 3 maps were converted/made in newdark thief 2 fan missions, so i was saying it would be cool if all maps where for thief 2 new dark
i am not a fan of thief 3 engine
would be a dream to have the entire thief 3 made for thief 2 fan mission series

Ahh, I gotcha. I thought you were saying the map itself should be made in Thief II, which confused me seeing as it's, y'know, just a map.
