What level were you when you got it? I just turned 14 and I was thinking about doing that quest (just heard the townspeople in Chorrol talking about it). I'd rather wait if it would go much higher, esp. since I'm basically fine with the shield I have so far.
There's a leather shield I got almost right at the beginning of the game that, I think, has 15% reflection. It's armor rating is very low though so i don't use it anymore.

I would really only be guessing if I told you, sorry. I am 32 now, and have had it for quite a while, though. Probably at least 10-12 levels, maybe more.

Judging by the game files, he got it somewhere between level 20 and 24. If the item names are anything to go by, the estecheon maxes out at level 25, with a 35% Damage reflection.
Kind of annoying, really. Not as bad as the dark brotherhood items though, most of which max out at level 30. Most other leveled quest items max out at 25.
I'm kind of hoping right now to figure out enough scripting to add in an NPC or shrine or something which will 'level up' quest items if you've gained in levels, for a nominal fee. Figure 2000 would be appropriate for going from a level 1 version to a level 5, 4000 from 5 to 10, 8000 from 10 to 15 and so on. Would make it so you weren't taking a signifigant hit to quest reward utility in the late game by doing the quests early, but the gold cost should at least make it so it's not too instantly overpowering. Between that, auryn's level mod, and any number of the more variety/less superarmed bandits mods, my concerns with oblivions leveling system would be dealt with.
Looks like I've found most of the decent non-leveled eq already though. Ah well.
Edit: In typical style, I find a mod that causes leveled quest eq to level up with you 5 minutes after making this post.

Phatose, I'm doing the Thieves Guild quests right now and don't want to join the Dark Brotherhood just yet. Do you remember what house the DB armor was found in? Or do you need to join to get it?

The DB robe and hood are available in J'Ghasta's house in Bruma, locked in his beer keg. He's never home til the point in the DB quest you'd encounter him, so that's not a worry. You can get that set any time you wish - it's the first thing I pick up.

You don't need anything so grand. A handfull of healing potions and standing near one of the many spike traps works just fine. Or jumping on the broken pillar and shooting her.

Did anyone post about the stores in the Imperial City yet? The Mystic-Whatever store in the Marketplace District has over 1000 gold worth of stuff lying around. It's quite easy to steal them and you'll meet all the fencing requirements for the rest of the thieve's guild missions. Or just keep the money for yourself.

Speaking of the Merchant District, The Main Ingredient is also a good one to loot, mainly because of the alchemy equipment. There's even a hatch in the basement, so you can use the sewers to gain access.
If your lockpicking skills are up to it, hit the jewelry store. Even though some of the display cases require a key you'll still get loads of jewelry. Remember to raid the basement.
And during the Unfriendly Competition quest, if you poke around in the place where you have to fight you'll find a very nice un-levelled mace.

i would say to not get umbra before the quest, because the quest is broken
