OK, so there is leveled loot now, so, for the most part you aren't getting daedric gauntlets of death until you're ready for them. But through stealth, I'm betting the inhabitants of the land can makes some worthwhile donations to your heroic cause. I'm trying to put together a list of places where a level 1 character, who's decent at the lockpicking minigame, can steal some decent stuff.
So far, I don't have much, but I'm just starting. The dark brotherhood equipment in the house in Bruma is obviously going to be the first stop, since it's got good stealth bonuses and doesn't level. Next on the list is the blackwood company hall, to get that fairly nice shield they keep in the display case on the second floor. Will be adding more as I get some time.
I'm kind of hoping you guys can chip in some too though. Generally, I'm looking for stealable loot that isn't bound to level, stuff to give the lowbies an edge. Any suggestions?

It's really better to play without looking for the uber loot. You may as well just set your strength to a bunch, it's equivalent and I believe looking elsewhere to find loot is cheating. Especially if you're sent there at a specific level.
That being said, look SW of the imperial city, in an alyied ruin very close to the water surrounding the imperial city.
In it is the most powerful one hander in the game, gettable at level 1. If you want to do it without console, you may need to stand on a pillar that is attached to a ledge at hte room with the holder of the sword. That's all I'm going to say, cheater.

I've already beaten the game, so it's not like I'm ruining anything for me. I'll look into the sword, I suppose - you sure it's not leveled?

Go to a place called Vindesel later on in the game, a nice lady there (A very tough fight) gives you one amazing sword.

Which basically means:
South of the Imperial city there is a small island at the delta of a river. West of that, across the bridge, the road forks. Vindesel is in the middle of that fork.
If the woman sleeps, you might be able to snatch it without a fight, but I doubt it.

BTW: There's a sword named Umbra in a cave off a dunmer that's a ways north east of of Skingard. I don't think anyone's posted about it yet.

I think that's the nice lady Slippi refers to. She doesn't exactly give it to you yet. I met her by accident at something like level 4. I *almost* killed her. If I'd had a few more health potions I would have done it too. Hint: She really really hates to be paralyzed. I'm building up a nice stock of potions with her skanky name written all over them.

Theres a really good shield to have, the "Escutcheon of Corrol" (as much AR as a daedric, lighter, 35 dmg reflection and 10+ endurance) if you follow thru the branches of quests starting at the "Separated at birth" one in Chorrol.
First you gotta find the Gilbert Jemaine dude. Go to Cheydinhal then and find Albert Jemaine. Back to Chorrol, they want you to look after their old home. Theres Ogers there you gotta kill. Then go back to Chorrol, talk to the brothers. Then escort them to the house. Little later if you are in Chorrol again, some Dark elf (its the higher up Thieves guild fence in town actually i think) wants you going into a cave getting some sword (you gotta have finished the Separated quest for him to make the offer). The cave is full of ogers, you gotta kill the Chieftain for the blade. Now if you give it to the castle Steward instead of the guy who gave you the quest you get the shield.
Theres some fighting to do, no idea how that plays out if youre level 1 or if the ogers get replaced by something weaker or are totally weak themselves. However the shield aint level scaled and it plainly rocks. Combined with some other ring i had almost 50% damage reflection. Really good for crowd control, since enemies CAN kill themselves just by hitting you :ebil:

I know about the estucheon - thing is, it's actually leveled treasure. It's always the same base type, but the damage reflect varies with player level - mine is only 20%, and I've seen it as low as 10%.
