UNATCO does not exist. Majestic 12 exists in the sense that it has been part of alien conspiracy theories since the '50s or '60s. Do a search for the Majestic Papers, you'll find them online somewhere.
FEMA, incidentally, exists as an actual agency and can be found at <a href="http://www.fema.gov" target="_blank">http://www.fema.gov</a>

Cyborg & everyone else - The game was based on conspiracy theories. You will find most of them available for reading on the internet.
I don't remember who at Ion storm said it--and I am paraphrasing--"If someone believes it, we used it in the game." :D
