I've read about him before, but was told that finding M'aiq would be very hard. He apparently wonders all over Cyrodiil.
So it was to my surprise when, just outside of Anvil, I found a khajit named M'aiq! Unfortunately, he only told me one thing. I'm not sure how to get him to talk about more topics, but for those interested I have transcribed what he said below:
[SPOILER]So much easier to get around these days. Not like the old days. Too much walking. Of course, nothing stops M'aiq from walking when he wants.
(Like before, the developers obviously use M'aiq to talk about what they think of some of the things players have said.)[/SPOILER]
If any one you ever manage to find him, let me know. He's wearing a robe, so he's pretty hard to miss!

Holy crap, this fellow walks fast. I mean it. If you see him, talk to him before he runs off. Wait too long and there'll be no hope in catching him. I'd just cast a charm spell to see if he'd tell me anymore, too.
