Is there any sort of M'Aiq tracker mod you can get, or a command to find him/put his location on the in-game map?

If someone how the know-how, sure. On the quest with those two twins, one of them runs to Chorral. You can see his green marker on the world map.
I suppose if you just made a quest where he's the target and you have no 'wrap-up', all you'd have to do is make the quest active to track him.

M'Aiq has less funny things to say this time around, but he still has plenty of good things to say. I have heard some people bitch that Bethseda just used him to insult the people who complain about the game, but M'Aiq did that in MW too, he was just more subtile so could leave people laughing without realising they are the butt of the joke.

I don't remember a M'Aiq in Morrowind, though it's been years since I played it - where was he and what did he say?

I can't remember where he was, but he generally supplied totally useless and incorrect information, except for one thing - he was the only person who knew the location of Boethia's shrine.

He was on a smallish rock just to the east of Sheogorad. A couple of minutes walk from Dagon Fel.

In Morrowind, dragons were chased off by Cliff Racers, or so says M'aiq.
But there are no cliffracers in Cyrodiil! Where are the dragons?! For Oblivion, they had to have horses. For TESV, the thing to have is definitely dragons.

M'Aiq doesn't say they were driven off by cliff racers, he says you have to fly very high to see them, the ones closer to the ground are harder to see, being invisiable.
In Cyrodiil the dragons are protected by the best imperial mages and enchanters, although they are relatively common throughout Cyrodiil the entrances to their lairs are well hidden and you have to levitate to reach the entrance, why do you think levitation was banned? To protect the dragons, M'Aiq saw one so they are definitly there, your just not looking hard enough.
