I'm new to Morrowind (PC version). My level 15 character has been a "wanderer". I decided not to report to Caius, because I don't want to join the blades. Will I be able to finish the game without reporting to Caius and joining the blades? Will the main storyline continue on?

You don't have to join the Blades to finish the game but joning them is part of the main plot. The main story line will not work if you don't report to Caius.

It can. If you go get the Moon-and-star Ring, you'll automatically pickup the mainquest from that point, allowing you to skip all the Blades stuff. But you do have to become Hortator and befriend the Ashlanders and such.
You won't get as many rep points though.

If you want to get the moon and star I think you try heading toward urish...blah ashlander camp and talk to the wise woman. It's almost straight north from maar gan, at the shore of the continent.
