I made a new character today (because my other only had 194 HP at lvl 29), and found a real problem. When he casts a spell, his magicka doesn't go back up while resting! Any clue why this happens? I dont wanna have to use potions every time... thx

Did you pick that Birthsign that stumps your Magicka but gives you a bunch back and a chance to absorb spells? I think it's called the Atronarch?

yeah, that's what i thought it was. The atronach. Well, I guess this solves that problem =)

Trust me, if there's one thing it's NOT, it's a problem... :D
at all stages of the game, you can absorb a LOT of spells from various enemies, thereby taking no damage AND getting mana back... carry a few restore magicka potions, and you're set for life... especially considering your high magicka in general.
