the only way to open it is through a security panel both in the mj12 mini complex and upstairs in her meeting room. the login is mchow and the password is one of her favorite books, insurgent, or something like that.

I think we are talking about 3 different areas (at least) here. ;)
(1) in the room where you meet Maggie and have the nice little chat with her are stairs up to the bedrooms and to angry kitty. At the bottom of these stairs is a buddha in a glass box. If you're next to this buddha (and the mj12ers nearby are still alive and well), you can hear them talking, also there's some open space below the glass box.
(2) the "normal" way into the hidden area in the room with the dining table and the piano. The door itself can be reached by turning to the right if you come out of the elevator. You open it by frobbing the red lantern infront of it.
(3) inside of the hidden area. Just infront of the room with the sword is a normally closed door which you can open by toying around with the security panels. I guess if it's closed, you are in for trouble as the other way to it is blocked by those laser sensor thingies.
(did I miss any other secret doors that we were talking about here?)

Lytha you beat me to it. I was reading the post and all set to set people straight, then I saw you already did it.
I think the confusion is that one is near the Buddha, and the other is the Buddha (different Buddha though.)

Okay I spent about an hour trying to open that door in every way I could think of.
To no avail.
I checked the thing with UnrealEd, the whole Buddha set is a mobile brush, and there's indeed a hole below it so that it can slide down and open the passage. However, it's not connected to anything that can trigger the mechanism.
There are also lots of trigger traps (or whatever their name is) but if I read the properties correctly, they're set to alert the MJ12 when you're near the statue, not to open the passage.
I hacked into Maggie's terminal and no other door than the one in the "Sword Room" can be opened with it. The switch placed near the corridor did not open the door to the lower level, actually, it did not open anything.
My first conclusions: It's a device that was probably set up for an earlier subplot, then abandoned for reasons that only the dev team know and/or can explain. Then again, I'm not an UnrealEd expert, so I may have missed something. (that part is quite dense)
And with the frustration, I forgot about the cat... :p

In case it isn't as obvious as I thought it to be: the Buddha does descend into the floor when Ms. Chow's MJ12 bodyguards become alerted to JC's presence in the studio area. However, there is no (obvious) way of opening the passage manually - there is no button on the outside and the terminal doesn't have an appropriate option, just like averroes said.

I alerted the guards several times, the passage never opened. I could even see the guards trying to run through the buddha, but that was all...

If the Buddha is not linked to anything and the button is not linked to anything, then I guess these two items were supposed to be linked, but the link is missing. ;)
(why were the elevator doors open one floor below though... o.O )

When I alert the guard, I like to break the large window in the room where M. Chow was before and jump across the street to the balcony of Jock's appartment, while their bullets are flying around my head.
You better have Speed enhancement aug for that trick. ;)

Hmm.. I seem to remember pulling a paper lantern to open the secret area, not alerting the guards or anything. But maybe you guys are talking about a second door?
